There may simply not be an official death certificate; the information you got from the City of Victoria Archives may just refer to a burial. In the 1880s often things weren't properly registered.

http://www.raogk.org/bcolumbia.htm - there is one person here who can do newspaper obituary lookups for Victoria, although I've no idea if the resources she has go back that far.
