Starting Sept. 30, 2014, Genealogy.com will be making a big change. GenForum message boards, Family Tree Maker homepages, and the most popular articles will be preserved in a read-only format, while several other features will no longer be available, including member subscriptions and the Shop.

Richard,

You might want to check out this pdf page
http://governmentservices.gov.ab.ca/pdf/vs/REG3023_pg2.pdf

Perhaps the clause....
"When the person whose birth is registered is deceased and there are no eligible applicants, an offspring of a deceased next of kin may apply"

Also, Do you know his parents names?
~Shannon
