Bill, the attestation (sign-up) papers for WWI for William Cecil Owston Duggleby are available here:

It gives a birth date of June 16, 1875, in Yorkshire, England; present residence: Swan River; his next of kin is given as his wife, Elizabeth Duggleby of Foxholes, Ganton, Scarborough, Yorks, Eng. The papers are signed March 13, 1916 in Winnipeg. His religion is given as Church of England.

William Cecil O.'s birth is given as March 1873 in Driffield, East Yorkshire, and he marries in March 1897 to an Elizabeth Wellburn. This is from the Free BMD site:

In the 1901 English census, it gives her age as 40, living in Driffield; however, he seems to be missing, and has possibly already emigrated.
