Hi
Yes in the 1860 Census the Letters are the birthplace of the individual.
And You will find that in alot of the Census data there will be different birthplaces because of who gave the information might not have known it.
In the other census it is recorded like this
First abbreviation is the place where the individual is born, the second abbreviation is the Father's birthplace and the third abbreviation is where the person's mother was born.
For instance: PA would be Pennsylvania
NC would be North Carolina
TN would be Tennessee
I Bet that the Wm Kendale listed on the 1860 Census is Jacob's father. Because on the 1880 Census It says that Jacobs father was born in PA. The same place that this Wm or William is born. I believe that because of the age.
Will try to find him in the 1870 Census to see if we can back this up.
There is a Jacob Kendall in the 1900 Census I believe in the Vermillion County, IL Census. Will do some further searching for you. And let you know.
