I looked at your other posts and found your family was from Lanarkshire, Scotland so thought I would take a look to see what I could find. These census records are from ancestry.com which only shows transcriptions, not the images.

** I figured these were likely your Francis and Hugh. They are living with family of John and Susan Innes.
I tried to find Mary O'Keefe in 1891. As she and Francis were married that year I figured she should be there. I found two who are possibilities.
Mary O'Keefe, age 16, domestic servant, born Ireland, living in Govan, Lanarkshire, with mother Mary and siblings: Daniel,age 14, Margaret, age 12, and Frances, age 7. There is no father with them. All are shown born Ireland so this family will not be in 1881 census.
Mary O'Keefe, age 20, servant, dairy maid, born Ireland,Waterford, - she is living with the John and Elizabeth Kean family in Glasgow.
