When you post a query accurate details are VERY important. Laura Buckley was living in Salem, MO in 1900.

A Laura Buckley, 21, b. abt. 1886
married 3 May 1907, St. Francois County, MO
a Wm Bailey or Barley of Flat River, Missouri, age-23.
Source=Missouri Marriage Records 1805-2002.

In 1910 Laura was living in Carterville Ward 3, Jasper Co., Missouri.
William M. Bailey, b. MO, 25, M1=2 yrs, shoveler loading trucks.
Laura F., b. MO, 26.
R. Dawa, b. MO, 2.

I didn't find any additional information about any of them and I searched for Richard Bailey too.

The Bailey family you found in the 1900 Tulare Co, CA Census can't be your Bailey family.
William was married to Louis and not Laura.

In 1900 Laura Buckley was living in Salem, Dent Co., MO. She married Wm. Bailey in 1907 in St. Francois Co., MO.

If you have Laura's death certificate then you know her death date in Shasta Co. You can request a copy of her obituary from a volunteer at . Hopefully that will contain enough information to answer your questions. Successful Searching!
