Hi Luke. The VTD means "Visalia Times Delta" the name of the newspaper the obits were found in. The main page of this site lists the newspapers, codes for them, and prices of the obits. It also lists the address for notification. If you follow this link, it will take you to that page:

Enclose a check payable to Sequoia Genealogical Society, a SASE and the names of the person, the newspaper (Visalia Times Delta) and dates of publication which would be February 3&4 of 1997.
I recently found my Gr. Aunt and Uncle in their listings and am sending for their obits today.
