Pre 1905 birth index?

Is there a birth index for Tulare County for 1891-1892? Looking for a great grandmother's birth year. SS death index says 1892 and California Death index show's 1891. Does anyone have access to a birth index for those years?
Her information is
Edith Ruth Mecartea also spelled McCarty, McCarthy.
born: 2 July 1891 or 1892
Orosi, Tulare, CA
Parents were Walter Lee Mecartea & Marion Rueame "Amy" (Rowland)also spelled Roland.

Any help would greatly be appreciated.
