Where is FORT TEJON & KEENEYSBURG in 1860??

Hi,
I am searching for information about the location of FORT TEJON and KEENEYSBURG which may have been located in Tulare Co, CA in 1860.
Keeneysburg P.O. is listed as located in Township 3 on the Tulare Co, CA 1860 census and Fort Tejon was given as residence on a marriage record.
Was Fort Tejon a military base in 1858 and located in Tulare County, California???
Any help is appreciated.
