The area that you refered to is outside of Douglas City, Trinity Co. The area that the locals refere to the area is Barber Poll Tree. The area is, I beleive, now owned by SPI, but there is also private land holdings in the area, and also mining claims. On the mining claims, you would have to check with either BLM or USDA. Hope this helps in your quest.
