The Stockton Record is a newspaper, but it is in Stockton, which is in San Joaquin County, which is on the northern border of Stanislaus COunty.

The record has an on-line subsidiary,

I couldn't find anyone who looked like Lucile who died in August 2000 in California on the RootsWeb SSDI,
I looked for surname Ballard, death date Aug 2000, then again given name Lucile, death date 2000. So, Ican't tell what county she died in. If you know the obit is in the Stockton Record, you might try a post on the San Joaquin County page.

There are 20 or so towns named "Ogden" in the US, according to
but none of them in California.

The SSDI has Ballard and his dad:
