Hi Betty,
A Nettie Amelia Whitlock was born 18 May 1885 Jamesport, Daviess Co., Missouri. Mother=Hannah E. Whitlock, born=Illinois, Occupation=Waitress, 23.
Father=Corn Robert Whitlock, b. Illinion, laborer, 27. Source: Missouri Birth Record Index 1851-1910, Ancestry.
The original record was hand written but first name could also be Nellie.

I didn't find Nellie on a Census with her parents.

In 1900 She was living with her mother's parents in Jamesport, Daviess Co., MO.
George Wait, b. England, April 1841, immigrated 1870, naturalized before 1900 Census, gardener.
Elizabeth, wife, b. IL Sept. 1842, had given birth to seven children but only two alive in 1900.
Nellie Whitlock, granddau, b. MO May 1888.

In 1900 Nellie was living with the Morris family in Kansas Ward 5, Wyandotte, Kansas.
Charles Morris, b. MO, 30, marr 10 yrs, car repairer railroad.
Nettie, wife, b. MO, 27.
Carl, b. MO, 9.
Ramond, b. MO, 6.
Francis, b. MO, 5.
Edna, b. MO, 2.
Nellie Whitlock, neice, b. MO, 23, canner candy factory, single, father born=IL and mother born=MO.

Then she disappears from the Censuses. I looked for Whitlock and Thomas. She does not appear in the Californa Death Index 1940-1997 nor in the Sonoma County Death REcords, cagenweb.com/lr/sonoma/ .
