I looked through two different set of Census records but didn't find anything except for 1900 in Yreka when Phoebe was living with her daughter and son-law, Daisy and Edward Brown.
Well it's always best to start with what you know and work backwards. You can request a copy of John's obituary from Scott Valley Genealogical Service, http://users.sisqtel.net/nwhipple/services.html .
You can find volunteers who will look up death records at Random Acts of Genealogical Kindness. Go to www.raogk.org, read guidelines, choose California and choose ALL.
Her maiden name might be on her death certificate.
You can also request a copy of her obituary and then work backwards and find out where and when they were married and find their marriage license. Successful Searching!
