Redding historic map question - streets Fern, Milo, Laurel

I'm looking at the 1940 enumeration district on Ancestry.com and found a large neighborhood in the south west corner of the city- but when I look at todays map, it looks like it never existed. No roads, no homes, nothing but grass and shrubs/trees. Just dirt trails. Satellite photos usually will show evidence of former building footprints, former roads, etc - but there is *nothing*. Does anyone know if the 4-6 blocks was never developed? Cross streets include: Fern, Bulah, Laurel, Milo, and some others i cant read. They were south of whats now Linden, and west of West Street. Its like 7 city blocks. Did they get taken out by fire, or were they never actually built, ? Anyone know?
