Hi,

If the person was living in a foster home when the Census was taken, their name would have been recorded on the Census.

I didn't find a Hubert who was a physician in that Census in San Mateo Co.

I did find a Flora Offield with two boys, Leland, 12, and William, 9 living in Hillsborough, San Mateo Co.

When you mention San Mateo area, do you mean within the city of San Mateo or county of San Mateo?
