it is my experience that not finding someone in the census is usually due to incorrect transcription/spelling ...she is out there ...I will keep looking...
I did find this while searching but have no idea if it pertains to the person you are looking for...probably dosen't

I also found this person with a father last name Halton mother last name Roby...I wasn't even searching using the maiden name Roby just the father last name Halton...so I was a little surprized to see it. might she be a sister? I have left off ss # for privacy/security but you should be able to find it at rootsweb/ancestry...since there wasn't a ssdi for Flossie you could send off for the ss-5 app. for this person and see who her parents were,
