Privacy of Orange County Vital Records

Has anyone else tried to examine Death records in Orange County? When I called them, they told me that new privacy laws prohibit the public from examining death certificates.

This must be peculiar to Orange County, because I look at death records at the Los Angeles County Recorder's all the time. Anybody know anything about this new "law?"
