1900 US census Nevada City - ARNOTT Household

The 1st June 1900 US Census Nevada City CA District 4 Enumeration District 54 lists an ARNOTT household consisting of Head James ARNOTT 72yrs born Scotland, wife Margaret 58yrs born Scotland and three adult children Isabella 37yrs James 37yrs Mary 33yrs all born California plus MEEK, Annie 40yrs born Scotland widow. The Occupation of father James ARNOTT and son James is shown as Miner Ore. Their residence shows as "rented". All this data is consistent with tracking my relative James ARNOTT from Scotland. This ARNOTT family were 1880 US Census listed as resident at Brandy City Sierra County CA.

However in 25th-27th June 1900 US Census Lincoln Township Sierra County Roll:T623 112; Page 3A; Enumeration District 121 there is a Household Head James ARNOTT 72yrs born Scotland without any other ARNOTT family members resident with him. Occupation is "retired miner".
Is it possible for my relative James ARNOTT to have been 1900 Census recorded in both Nevada City and Lincoln Township??
