hi joyce,
i know that the whole county was served by the Grass Valley Union,which is located in Grass Valley-three miles from Nevada City. Also, The Sacramento Bee was a common paper for the citizens to subscribe to. there may have been other papers,too. i'll check with some of my family and see. what was your relative's name? my parents or aunt may remember him.
