We're running in to these kind of problems in the Western States since Random Acts Genealogical Kindness has closed. They had rules that the volunteer must acknowledge the request within 48 yrs and the other web sites don't have that rule.
Another possibility is the Monterey Public Library, www.monterey.org/library/ , however, they're now closed Saturdays because of budget cuts.
You can also contact the California State Library, library.ca.gov/calhist/genealogy.html who has the largest selection of newspapers in the state. However, they don't have the staff to fill the requests. If you contact them, they will send you a list of local researchers who will find the obituary for a fee.
