With many thanks to and help from phyl g the following trail of residences at the National Military Homes are available using the following website.

Enter Charles White as the name and New Zealand as Birth Location.Three files showing his admissions and departures will be displayed as follows:
Admitted to Pacific Branch (Sawtelle, Los Angeles County) on 21 Sep 1893.On 2 Nov 1899 he was transferred from the Pacific Branch to the Western Branch (Leavenworth, Kansas). Then he left Leavenworth on 11 Apr 1900. One month later on 20 May 1900 he was admitted to the Marion Branch (Grant County, Indiana). He left the Marion Branch on 23 Nov 1901.This accounts for his being listed at Marion in the 1900 census on June 7.Finally he was re-admitted to the Pacific Branch six months later on 15 May 1902.Here he remained until his death on 19 Aug 1904.The above all nicely dovetails with the timeline previously given from the papers in his Civil War pension record.
