Adoption rules in California

Hello. I have a friend who was adopted. He was born in 1953 in Hollywood, California. His adoptive mother has died and he found some paperwork in her safe deposit box. (He knew he was adopted) He knows his birth name, including his last name, but his birth parents names were not on the document. He also knows the name of the adoption agency. I am trying to do some ancestry research for him but have no idea on how to get started. How can he get the records unsealed or will they do that in California? This is new territory for me so and thought maybe someone here could help me out. Any help or suggestions is appreciated! Thank you.
