I'm having a little problem with the information you gave. I cannot find an Alex Peter in the Henri Chapelle Cemetery. Have you not yet made a memorial for him? Judging by the dates on the stones in that cemetery, it looks like many of the burials were the result of the Battle of the Bulge aka the Ardennes Offensive.

Meanwhile, the only child that Orin Bates and his wife Belva M Lownsdale had was a daughter, Barbara J Bates, born 16 Jan 1927. I could find no record of her marriage in Los Angeles between 1943 and 1946. Is the wife of the soldier you're looking for named Barbara? If not, then Alex Peter's wife was not a daughter of Orin and Belva Bates.
