Winterhaven wouldn't have a local (city police force....I don't think)... the local police agency would probably be the Imperial County Sheriff's office. Winterhaven, from what I could see on a map at mapquest.com is a few miles from Yuma, AZ. I don't know if this information is helpful to you, but hope so.
