Hi Emily,
I was born and raised in Glenn County and am very familiar with the area. The Elk Creek Cemetery has the headstones transcribed from 1966 on line. You can look here:

I hope you find what you are looking for. Also, the Willows Public Library has a lot of information that is for public viewing and some with special permission from the Daughters of the American Revolution. I have had a lot of success with the information in their archives.
The Willows Cemetery District funeral home is run by F.D. Sweet and Son owner, Dean Clift. I went to school with his sons. They are very helpful in locating records, as well. Their address is 114 N. Shasta Street, Willows, CA 95988 and the telephone number (use to be, may be changed) was 934-5524.
Elk Creek is a bit out of the way, I mean...if you don't live there, you never go there. It's up in the mountains about a half an hour or so. Good luck!
