I see this is your first posting on a genealogy research site. I would suggest reposting with the persons name, and the identified date of death. A researcher might be able to provide a copy of the person's obituary, which might identify family members, location of burial, the name of the funeral company (who would have records of the place of burial and other family information). We can also search online cemetery records to see if the person can be found. However, few cemeteries are transcribed. Those that are have missed graves, stones were missing, broken or unreadible. There are a lot of other research available.
I found 17 persons had died on 28 July 1994 in Contra Costa County, so, I didn't research further.
A burial permit/transit permit would be issued to the funeral home, or service providing the bural; or to the cemetery owner. The permit is issued by a local registrar. This person will not issue the permit until they have validated the death certificate.

As far as the identity of the Local Registrar in Contra Costa County, it "might" be the County Clerk/Recorder. If not they would know who it was, and also the procedure to obtain a copy of any burial permit.
Again, an obit might identify the name of the funeral home, they would have the DC and Burial Permit; but, might not be able to provide any information from it due to recent laws (see below).
You can look for Recorded Documents in your persons name:
Sometimes a will is posted (not often), but there could be property records which would show where he lived and also the name of a spouse.
