Palermo is quite small and, to my knowledge, it does not have a library. I suggest you try the Butte County Library in Oroville which serves all the small towns. Their web site is:
http://www.buttecounty.net/library/

They have a library service which visits all the small towns and their web site is:
http://ben.bcoe.butte.k12.ca.us/ess/lib/delivery.html

The Oroville Mercury-Register is the principle newspaper in that area

2081 2nd St.
Oroville, CA
(530) 533-3131

Their web site is:

Sometimes obituaries for the small towns between Oroville and Marysville are carried in the Marysville Appeal Democrat
1530 Ellis Lake Dr.
Marysville, CA 95901

(530) 741-2345
(800) 831-2345
