In private correspondance with another researcher, James Mckenzie, Jim told me this:

The true beginnings of William are a cause for speculation.
His tomb, for a time, bore an inscription that he was from
Truro, Wales.No such Welsh town has been identified.
Thinking an illiterate might have meant Cornwall, there has
been extensive work done there, and no Burgess names William
(nor his sister or brother) can be found.Though that is
old ground to many researchers, I am in a unique position of
having access to probably the best set of old Cornwall
records in the world.A couple named Ross have spent their
life, and considerable fortune gathering together all the
old Cornwall records possible.They have copies of every
such record from the LDS, and they have journeyed there many
times and filmed additional ones.Recently they donated
their collection to the Southern California Genealogical
Society of which I am a member.Believe me, we went through
them with a fine tooth comb and found nothing.

Jim was of the opinion that Col Wm. was from Marlborough in Wiltshire, with no firm proof of that, either.
