I did some further checking on the Queens site you gave me and found Elmhurst in the nw quadrant of the county.It may once have had the name Hastings and I have the highest regard for Henry Hoff.However, I really don't think that is the Hastings of which John Budd was commissioner.
If you could get hold of the Rev Chas Baird's History of Rye, reprint 1871, it has pages on the early Rye deeds (perhaps also in CT archives??)and is very explicit on the first Rye settlement, which was on Manussing Island (actually attached to the mainland)and was named Hastings.The name also applied to some adjacent parts as far north as present-day Port Chester (p21). A letter to the General Court at Hartford, dated 1 mth 26:1663, names John Budd as the first "deputi." His appearance at Hartford is noted--"appoynted Commissioner" for the Town of Hastings--8 Oct 1663 (pp25-26, 88-89).
