Most likely it is the same Walter Keyser. With son William being born before the 1845 marriage to Sarah it would indicate he was married previously. Also the marriage to Lucinda was in Richmond County which neighbors Northumberland Co.,both in the Northern Neck Peninsula, not the city of Richmond. I also appears he was married again after Sarah as the 1880 census shows his wife as Presidia age 40.
