It is possible that your James Brownlow Jollay was not related to the Brownlow's but simply named for a Brownlow who was a close friend or respected person of the same name. I've researched the Brownlow's in my own family and found that when I typed in 'Brownlow' I get hundreds of Brownlow's as a middle name who were named in honor of William Gannaway Brownlow the gov. of Tenn at one point or another Brownlow that was a war hero. They were of no relation, just wanted to honor the Gov. by naming a child for him.
Good luck with your search.
