A guess would be that he was named for William "Parson" Gannaway Brownlow who was the first Governor of Tn. after reconstruction. Before that, he was an editor of his own paper and quite a character. You either liked him or hated him and from the Brownlow's I've seen as first and middle names I'd say there were alot of people who liked him.
