Hi. I'm not related to this family. The 1940 Census shows thatSamuel P. was a Junior, and that he was born in Kentucky. So, this might be him in the 1910 Census:

I found a newspaper article describing a case heard in Delaware: Galveston Daily News - Sunday, June 29, 1941, Galveston, Texas

Counsel for North American Argues SEC Should Not be "Dictator" as He Seeks Dissolution of Subsidiary - Wilmington, Del., June 25, 1941 - Counsel for the North American Co., giant utility fighting for permission to dissolve a subsidiary, argued in federal court here today that the securities and exchange commissin should not set itself up "in the role of a dectator." "It can not be too strongly stressed, " said S. Pearce Browning Jr., chief counsel for North American, "that the public utility act gives the commission absolutely no power to require any holding company... to continue its own existence."...
