Try to find the marriage informations for Charles D. Brough and Laura M. Neff (from Royalton VT); they might have married in the wife's town.

As for your record stating that he was from France, it may also mean that he was from Quebec because for many clerks if you spoke french it meant you came from France whereas many french speaking people (especially between 1840 and 1880) came in fact from Quebec.
