I would suspect your Burl is related to Burell Broome of Pickens Co SC. His wife's maiden name was Powell. They moved to AR between 1868 and 1880 with a short stop in McMinn Co TN. Burrell probably did not reach AR with the rest of the family. The surname Powell is used by some of his descendants to name their children.
