Colleen, I am certain that Phillip was a brother of Charles. Phillip and Mary are listed in the 1860 census from Frostburg. He was 31 and a miner born in Hesse Cassel Germany and she was 21 born in Maryland. It lists a daugher Mary E. as two years old.
Also have an article from Cumberland Times for Jan 2 1905 saying that she died on 31 December 1904. Mrs. John Scalley of Eckart is listed as one of her children. It says her husband died in 1891. You can access the Cumberland Times old obituaries through the Internet.
