William,
Francis, of Rowan, was Frances, a female. She purchased land in Rowan in 1801,as a "widow." Your date of death is close. I believe she came from Granville County, as at least 3 of her children went back to Granville to be married after they moved to Rowan.
There may be a relationship, but not sure how. I believe all the Brinkley's in NC are related and migrated down from the Tidewater area of Virginia.
