I am not doing research myself into Fraher, nor Downes, but I checked the index to the Griffith's Valuation of 1848-1864, and here is what I found, if it is any help to you.

There were 5 Edmund Fraher listings, 1 from Cork, 1 from Tipperary, 3 from Limerick. No-one in Clare.

On the other hand, The name Michael Downes was most popular in Clare, with 11 listings in total, and another dozen or so listings of the name around the country. There were no listings for a Michael Downs, and none for O'Duana at all.
