A few things to know about coats of arms and heraldry in general-first, they were granted to an individual, not a family. There is an office in Dublin (The Irish Heraldry(?)) that may have the information. We Yanks have adopted coats of arms over the last few decades and a cousin has had the Breen coat on his golf club covers. It's helped a few Irish make a buck off the tourists....
Re the Breens- there are several different unrelated Breen families throughout Ireland- some are from Kerry, Wexford, Kilkenny, Tipperary and Fermanagh-and the name can also be Dutch,and I believe Norwegian.
My Dad's father was from Fermanagh, and my grandmother was a Tipperary/Kilkenny Breen. Over the centuries, the names slowly change from generation to generation-Breen, Brien, MacBreen, O'Brien,etc. There's some speculation among my family, that even though my Fermanagh Breens were on, shall we say the 'green' side of the divide there,the Fermanagh Breens(or at least my bunch, outside Enniskillen)were actually of Scottish ('Planter') origin who somehow wound up in the wrong church one Sunday. Clear as Mud, eh?
