Passenger lists leaving UK 1890-1960
shows many Ann* Neal, none of them going to Brazil.

I have also checked departures from Hamburg, since some ships made a stop in Southampton.

I didnīt find any Neal in Parana phone list.

To request a certificate you need to know where and when the person lived. If it was in Curitiba, the capital of Parana sate, it is a bit more difficult, since the city has many Civil Register Offices, according to the neighborhood.
