"Selecione o estado para consulta" will appear and you chose Rio de Janeiro.Then chose "consulta de telefones por nome". On the right place, type only the surname you're looking for and click on the word "pesquisa". All the Azar in Rio will be shown. When making a call, use 21 instead of 021 as shown. Good luck !
