My grandfather was James Boylan. He indeed was the chief of police in New Orleans. When he died, The Time-Pcyune put 2 columns and a picture on the front page. Unforunately I lost my notes on him and did not get much further than that. He went into business and had 500 private police working for him. His office was located on carondelet st in 1931. I don't know of brothers or half brothers but feel sure his father was direct from Irelalnd. Will further my efforts. My grandmother was Clara Boylan and I think she had a cousin named LU LU Pettigrew.
