Okan is a fairly common first name in Turkey but I don't know its origin.
Interestingly my father side, who had the family name Dvizac in Mostar before emmigrating to Turkey, were given the last name Ozkan in Turkey as foreign sounding last names are not allowed in turkish law. And when my father joined the French Foreign Legion in 70's, they gave him the nick name Okano, I guess because it sounded like his turkish last name, Ozkan.
