I don't think this is the same person, but it's a possibility. There is a Viola Isabel BLOUNT, daughter of Walter Lee and Odessa BLOUNT of Oklahoma and Kansas, in Broderbund's World Family Trees, Vol. 6, Tree #389. It gives no birthdate for Viola, but her mother was born in 1892, so Viola could be the right age to be your mother. However, the locations aren't right.

The data on Viola, her husband John SHIPP, and their three children is privatized, so there's nothing more I can tell you.
