I know this is going to sound far fetched, but I'll give it a shot anyway. When you mentioned the name Charles, it made me think of Charles Worth Blount who died 3-13-1807 in Perquimans County, NC. He was married to Martha Ann Harvey. Also when you mentioned the name Wiley, I thought of Wylie (also written Willie) b. 4-18-1768, son of Jacob III, b. 1726 and Hannah Salter. Wylie, as well as his half brother William, were both governors of Tenn. You may want to start with them and trace downward rather than trying to trace back from your Charles. You may not find a definite connection, but you may be able to find a possible connection.
