It is possible that Phillip and Cornelius were the sons of Phillip and Margaret (Shanks) Blount of Robeson County, North Carolina. Your dates are in the right area. I have Phillip Jr born in 1785 in Robeson County, NC. I have no definitive evidence to support this theory. It may give you a direction for search.
