The data from the census just shows the page number and the census taker just gave the next number to each dwelling and family as he went from house to house.

I was not able to find any Fredrick/Frederick Roy Blood that would fit your data.

I started looking at anyone that had Roy as a middle name that might fit and still no luck but I have a theory!

Leroy Frank Blood was born in Port Jervis, NY in 1892 but the intersting things are he went by Frank Le Roy Blood and he was living in Detroit MI in 1917 (where we know Fern lived in 1930). I have not been able to find him in 1930 census yet. Also I waa thinking Fern Hunt married in Ontario but I was not able to find any border crossings for a Frank or Fred Blood near that time.
