I believe both forms are Saxon rather than Scottish and relate to locales near London. The common root Blatch is from bletch, which means bleech or dyeing of cloth. Ley was a clearing in the woods, so Blatchley means thebleecher's clearing. The village of Blatchley has now been absorbed into London proper, but was the site in WWII where the famous code breaking was completed.Chuck Blatchley
