Pat,
It seems to be hit or miss. It only applies to counties within NC. Out-of-state births are noted by the state only. Some enumerators may not have done it, as it wasn't in the instructions. Sometimes the State schedule was lost and replaced by a photocopy of the Federal schedule.
I read about it in the NCGS Journal, but have never tried it. I was going to hire a genealogist to make some copies for me and check Rutherford and Cleveland to see what the enumerator did.
It only applies to the 1850-1870 censuses. Only one copy was made in 1880 and it was eventually returned to NC. The description can be found by searching the State Records Category on MARS with 1850 Census:

The Microfilm Archivist said that there was no microfilm, so I assume the notations at the bottom are for the Federal copy.
