Is surname Blakely ever Scottish?

I have a death certificate for my great-grandmother Catherine Selena Willson where Martha Jones Blakely is given as my great, great grandmother's name and the place of birth Williamsburg County SC; I know the Kingstree area is known as a Scots-Irish stronghold and wondered if the surname Blakely ever Scottish?
